Board Members

CCCERA is administered by the Board of Retirement, an independent public entity responsible for general management of the association. With assistance from qualified professionals in the pension industry, the Board adopts regulations, policies and procedures that are relevant to CCCERA, for the purpose of benefiting the members. CCCERA is also governed by the California Constitution and the regulations, procedures and policies adopted by CCCERA’s Board. The Contra Costa County Board of Supervisors may also adopt resolutions which affect member benefits, as permitted by the County Employees’ Retirement Law of 1937 (CERL).

The Board of Retirement is made up of 12 trustees, bound by CERL. Of the 12 members, three are alternates (alternates vote in the absence of specific trustees: one for safety members, one for retirees and one appointed by the Board of Supervisors). Four trustees are appointed by the County Board of Supervisors; four trustees (including the safety alternate) are elected by CCCERA’s active members. Two trustees (including one alternate) are elected by the retired membership. The County Treasurer serves as an ex-officio member. Board members serve three year terms, with the exception of the County Treasurer, who serves during his tenure in office.

Elections

Three seats on the 12-member CCCERA Board of Retirement are up for an election June 13, 2017; one candidate will be elected by active general members and two candidates will be elected by active safety members. Ballots will be mailed to members on May 15, 2017.

Six of the seats on the 12-member Retirement Board are elected by their membership group: two by active general members, two by active safety members, and two by retired members.

John B. Phillips
Chairperson

Term expires June 30, 2017

John B. Phillips has served on CCCERA’s Board of Retirement since 2011.

Phillips has had two private sector careers, retiring as a regional managing partner with the firm now known as PricewaterhouseCoopers in 1997 and as the chief executive officer of California CPA ProtectPlus, a health insurance company, in 2006. He also served on the 2008/2009 Contra Costa County Grand Jury.

Todd Smithey
Vice-Chairperson

Elected by General Membership
Term Expires June 30, 2017

Todd Smithey was elected to the Board of Retirement in 2014.

Smithey has worked in the finance division of Central Contra Costa Sanitary District since 1998 and is currently the finance administrator.

Scott W. Gordon
Board Secretary

Term Expires June 30, 2019

Scott W. Gordon has served on the Board of Retirement since 2013.

Gordon is an attorney specializing in environmental and land use law, regulatory compliance and business transactions for public agencies and private entities.

Russell V. Watts, County Treasurer

Ex Officio by Statute  

Russell (Rusty) V. Watts has served on the Board of Retirement since 2011.

Watts was elected the treasurer–tax collector, for Contra Costa County in 2010. He serves as ex-officio member on the Board of Retirement, representing the county at large. He also serves on the county’s debt advisory committee and the OPEB Trust Advisory Group, and is the plan administrator for the Public Agencies Post-Retirement Health Care Plan Trust.

David J. MacDonald

David J. MacDonald began serving his term on July 1, 2016.

MacDonald attended the University of California, Irvine as a UC Regents Scholar, earning his bachelor’s degree in biological sciences and a doctor’s degree in medicine.

Jerry Telles

Jerry Telles has served on the Board of Retirement since 2004.

Telles is a retiree member representative for CCCERA. He retired in 1999 as a supervisor for the Contra Costa County Probation Department with over 30 years of service.

Debora Allen

Debora Allen has served on the Board of Retirement since 2011.

Allen started her career as a certified public accountant for KPMG, and is experienced in both the audit and tax sides of public accounting.

Candace Andersen

Appointed by the Board of Supervisors
Term Expires June 30, 2017

Candace Andersen has been on the Board of Retirement since 2015.

Andersen has served as a member of the Contra Costa County Board of Supervisors since 2012. She was previously on the Danville Town Council from 2003 through 2012, serving two terms as mayor, and also served on the Morgan Hill City Council in the early 1990’s.

Gabriel Rodrigues

Gabriel (Gabe) Rodrigues has served on the Board of Retirement since 2012.

Rodrigues is a deputy sheriff with the Contra Costa County Office of the Sheriff. Prior to entering law enforcement, he spent over two decades in the food and drug industry where his titles included financial analyst, database analyst, marketing manager, and account executive.

William Pigeon has served on the Board of Retirement since 2013. Pigeon is the safety member (alternate) representative for CCCERA.

Louie A. Kroll

Elected by Retiree Membership
Term Expires June 30, 2019

Louie Kroll has served as an active member of the Board of Retirement since 2013 and previously served from 1997 to 2006.

Kroll retired from the Contra Costa County Office of the Sheriff in 2006 after 26 years of service. He served on the Contra Costa County Deputy Sheriff’s Association Board of Directors from 1992 to 2000.

Jerry R. Holcombe

Jerry R. Holcombe has served on the Board of Retirement since 2008.

Holcombe has extensive experience in the private sector, retiring as a senior vice president of Delta Dental of California in 2005 after 32 years.
